¿Cuál es la diferencia entre “who” y “whom”?

Whom es más formal que who, lo cual quiere decir que cuando queramos hablar de forma más elegante utilizaremos "whom" en vez de "who".

¿Qué son los “relative pronouns”?
Son palabras que utilizamos en inglés como nexo de unión en una oración con el fin de identificar o proporcionar más información sobre “una persona” o “cosa” previamente mencionada. Estas palabras son: “who/whom”, “which” y “that”. 
En español utilizamos el pronombre “que” o "quien", “el/al cual”,“la cual”...para realizar esta misma función.
